What Is Fleet Management Software? A Beginner's Guide

Learn what fleet management software may cover and how to evaluate maintenance, inspection, telematics, ELD, IFTA, and dispatch scope.
Fleet management software (FMS) helps organizations coordinate vehicles and the work that keeps them available. Depending on the product, it may cover maintenance, inspections, dispatch, fuel records, driver activity, location, or reporting. The name alone does not tell you which functions are included, so begin with the tasks your team needs to manage.
Common fleet workflows
- Maintenance: schedule service by date or mileage, track work orders, and identify vehicles unavailable for work.
- Inspections: collect driver or technician inspection reports, route defects for repair, and record when a vehicle returns to service.
- Telematics: collect vehicle or asset information, such as location or diagnostics, when supported by the installed equipment and service.
- Dispatch: coordinate vehicles, drivers, jobs, stops, or routes. Shipment planning across multiple parties may instead require a transportation management system.
- Fuel and tax records: organize fuel and distance information, while confirming that required tax reports use the right source data.
Know where FMS, telematics, ELD, and TMS differ
Telematics is a way to gather and use data from vehicles or assets; it may be one part of an FMS. An electronic logging device (ELD) records defined hours-of-service information for drivers and operations covered by federal rules. FMCSA says the ELD rule applies to most drivers required to prepare records of duty status, subject to exceptions; see the FMCSA overview and check the current registered device list. An ELD listing is not an endorsement of every function in the broader platform.
IFTA tax reporting has separate distance and fuel record requirements. The 2026 IFTA Procedures Manual describes those records. Do not assume HOS logs automatically meet your base jurisdiction’s tax-reporting needs. A TMS, by contrast, generally supports transportation planning and execution across a supply chain; Oracle’s transportation-management overview is one vendor’s description of that category.
How to evaluate an FMS
Choose one representative vehicle and follow an inspection defect from submission through repair and approval. Then test scheduled maintenance, an overdue service, a dispatch update, and a report your team uses. Ask who enters each record, what arrives automatically, whether information works offline, and how corrections are retained.
- Which vehicles, equipment, users, and locations are included?
- What hardware and subscriptions are required for each function?
- Can data be exported to your maintenance, accounting, dispatch, or tax process?
- How are permissions, retention, and driver access managed?
Compare the proposed edition and configuration against your actual weekly workflow. Confirm legal applicability and feature availability with the responsible authority and supplier; FMS does not guarantee lower cost or safer driving.

At a glance: Fleet management software (FMS) is a broad category of systems for organizing vehicle, driver, maintenance, inspection, fuel, dispatch, or related fleet work. - Which vehicle classes, makes, model years, devices, and data fields are supported in the proposed configuration?
- Which maintenance, inspection, dispatch, fuel, location, and driver workflows are included versus separate modules or integrations?
- For regulated drivers, what exact ELD model/version is supplied and how will our carrier verify registration and monitor status?
- How are offline periods, sensor mismatches, device replacement, and corrected data handled?
- What are complete hardware, installation, license, data, integration, support, renewal, export, and exit costs?
- How can drivers, technicians, dispatchers, and managers inspect, correct, export, and audit records?
Frequently asked questions
What does FMS mean?
FMS commonly means fleet management software or system. It is a broad commercial label, so evaluate actual vehicle, maintenance, driver, inspection, dispatch, and reporting functions rather than assuming a standard bundle. Trucking Fleet Management Software
Is fleet management software the same as telematics?
